
In a statement adopted following the 13th High-Level Meeting, held on Thursday in Madrid, Spain praised the United Nations Security Council resolution 2797, adopted on October 31, 2025, which emphasizes that genuine autonomy under Moroccan sovereignty is the most feasible solution to resolve the Moroccan Sahara issue.
While reaffirming the constant and constructive position expressed in the Joint Declaration of April 7, 2022, between the Prime Minister of Spain and His Majesty King Mohammed VI, may God assist Him, Spain expressed its satisfaction regarding the latest UN development on the Moroccan Sahara issue, which “fully supports the efforts of the Secretary-General and his Special Envoy to facilitate and conduct negotiations on the basis of the autonomy plan proposed by Morocco.”
This position, taken during the 13th High-Level Meeting between the two Kingdoms, confirms Spain’s active support for the current UN roadmap, which places Morocco’s autonomy initiative at the heart of the settlement process.
Spain praised the reforms undertaken by Morocco under the leadership of His Majesty King Mohammed VI as well as the Royal Initiatives for Africa.

Thus, Spain has supported Morocco’s drive for openness, progress, and modernity through the implementation of modernization reforms led by His Majesty King Mohammed VI, may God assist Him, including the new development model, advanced regionalization, the national sustainable development strategy and major social achievements.
The Spanish side also commended the Royal Initiatives for the African continent, mainly the Atlantic African States Process and the International Initiative to facilitate the access of Sahel countries to the Atlantic Ocean, as well as the African Atlantic Gas Pipeline.
These initiatives, the Statement emphasizes, reflect Morocco’s commitment to Africa’s stability and prosperity.
Spain also praised Morocco’s continued and balanced role in supporting the peace process, under the leadership of His Majesty King Mohammed VI, Chairman of the Al-Quds Committee, who works tirelessly to preserve the legal and historical status of the holy city and defend the legitimate rights of the Palestinian people.
